It seems to me that there's a certain amount of fear factor built in to the concept of great evils contained within small should-be-innocent bodies.

I've used it to great effect in my Cthulhupunk campaign recently. I have a lovely little pair.. The Rzhova twins. Serafima, a girl, and Innokeniy, a boy. Immortal and very strong telepaths, but forever trapped in the bodies of twelve year olds.

And they wear matching school-kid uniforms, because they KNOW that makes them even creepier. :D

The television series "Angel" did it as well. The most powerful of the Ra-Tet (totems of the God Ra) was Mesektet, who represented the sunset and the most malevolent of the aspects of the God. Mesektet chose to present herself as a young girl (8-10) in a red dress.
